Paul W. Dalke, age 69, of Grove, OK passed peacefully from this earth on Thursday, October 15, 2020 at his home surrounded by his family. Paul was born on April 9, 1951 Alvin and Evelyn (Dick) Dalke in Hurchinson, KS. During his childhood, Paul’s father was an Air Force officer and so Paul grew up on many Air Force bases and attended many different schools all over the United States. The Kansas Department of Transportation (KDOT) had recently proposed a new regulation (KAR 36-43-1) requiring mandatory minimum crew sizes for rail transport. KDOT had submitted this proposed regulation to the Kansas Attorney General’s office for their required review. The Kansas Corporation Commission has received a new electric rate study from the consultant hired the by Kansas Legislature. The purpose of the study was to understand why Kansas electricity rates are some of the highest in the nation. The findings in the study will be used to help guide important energy policy discussions in the upcoming legislative session. Today the Federal Register published a U.S. Department of Labor proposed rule offering clarity to the determination whether a worker is an employee under the Fair Labor Standards Act (FLSA) or an independent contractor.  In the proposed rule, the Department would: Adopt an “economic reality” test to determine a worker’s status as an FLSA employee or an independent contractor.
